GSSC looks to Novell for ID management
The Gauteng Shared Service Centre (GSSC) says that the Provincial department has a plan to combat fraud and corruption. According to Lemmy Chappie who is the GM: Technology Support Service (CIO) at the GSSC, the solution to the fraud and corruption problem lies in establishing standards for business processes in the province, which can be employed across the country.
"Gauteng", he says, 'is seen as leader in SA with regard to business process management and technology adoption. Government as a whole has also seen the need to deliver effective services to both its employees and its citizens'.
He goes on to admit that, information technology (IT) only plays a very small part in the process. Business processes are the most important thing to concentrate on as a basis for rolling out the technology. Identity is the core of the GSSC's plans, from assigning user privileges to employees with the most basic of services such as HR. Currently, there are manual processes in place around the current Bass and Persel systems already used throughout the country.,but they now need to be standardised and automated, Chappie says.
'While this initiative is still a work-in-progress, elements that would make a project like this effective would include the ability to have a single sign-on scenario as some users have access to multiple systems; some of which do not reside in Gauteng,' added Chappie.
Stafford Masie, Novell's SA country manager, adds that this is not something government should attempt alone.
'Citizens need to be proactive and show government that this type of collaboration and integration can happen in a legislation-friendly manner,' he says.
He further continues by saying that "Service delivery from government means looking at a federated model for information sharing, which again raises the importance of process standardisation, he continues"
"Essentially, government is looking at service orientation. And the most important issue to address here is to ensure that the data being federated is accurate," Masie adds.
"Obviously we would love to share this initiative with the rest of the country, and integration into programmes such as Hanis would be the ultimate prize," Chappie adds.
A rand value was not attached to the programme. However, the GSSC says that scoping has already been done and implementations are going to be prioritised according to criticality in the province. "Novell has been selected as the identity management partner," and we believe that our recent acquisition of Sentinel and the predictive analysis it offers positions Novell as ideal in this space" Masie says.
Maruis Agenbag , MD of Ubusha Technologies adds that this project is not implementing technology for technology's sake. It is a business-driven project which will deliver measurable results and build a roadmap into the future."
