SAP Upgrade Enables Better Efficiency

The GSSC has made a significant investment in SAP solutions which is the information technology provider. This partnership between the GSSC (on behalf of the GPG) and SAP is primarily focused on providing the Gauteng Provincial Government (GPG) with a platform through which the quality and efficiency of services can be improved.

To date, the GSSC and the GPG have realised value from its Procure-to-Pay SAP investment. However, a need has been identified by the GSSC to exploit the benefits that SAP functionality will bring to the currently enabled business processes. In addition, a new SAP functionality has been identified. This functionality will ensure that critical business processes are efficiently and cost effectively executed thus ensuring enhanced service delivery to the GSSC's stakeholders.

The GSSC recently signed an agreement with SAP to assist the GSSC in performing the following projects:

  • SAP Solution Upgrade
    This project is intended to give the GSSC and the GPG the new functionality that can be exploited from the mySAP ERP 2005 version. This version is the most technologically advanced solution to date.

  • Employee Self Service
    Amongst other things, the Human Resource division proposed to deliver an automated leave administration. This functionality can be delivered by using the Employee Self Service (ESS) sub-module. The automation of administration intensive functions such as overtime, standby and nightshift can also be managed by this sub-module.

  • Budgeting and Forecasting
    The Internal Finance division requires a planning and budgeting tool that can assist in managing the end-to-end budgeting process from the initial budget to the final approved budget. This functionality is more advanced in the proposed mySAP 2005 version, and it will be drawn from the Strategic Enterprise Management (SEM) module.

  • Supplier Relationship Management
    The Finance division wants to exploit the electronic Invoice Management Solution functionality. This functionality is available in the mySAP 2005 version as a component of Supplier Relationship Management (SRM).

  • Invoice Management Solution
    The Procurement division proposed to render an effective Contracts Management service. Contracts Management This service will also be exploited from the mySAP 2005 version as a component of the SRM module. Among other deliverables, the mySAP SRM solution will address the GSSC's Request for Quotation and self-service procurement; leveraging catalogues that have been populated as a result of the work done by Strategic Sourcing and Contract Management.

The above-mentioned projects will at one point or another run in parallel. However, the upgrade is required to successfully implement the new functionality as mentioned above. The estimated 'go live' date for the upgraded solution is the end of October 2006. Planning has already started for solution upgrade. Thorough planning will soon be initiated for the functional projects. During the planning stages of the various projects, final project timelines and milestones will be established and communicated to all the stakeholders.

The GSSC is looking forward to enhancing many of the functions it performs on behalf of the Gauteng Provincial Government through the mySAP programme. The value add by the GSSC to an improved service delivery platform is unparalleled in the public service.
