Strategic Objectives

Finance Services provides an effective enterprise-wide transversal financial service for the Gauteng Provincial Government.

Key objectives include:

  • Maintaining the general ledger accounts of the departments
  • Accurately and timeously processing payments to the suppliers
  • Administering the payroll
  • Administering the cash books
  • Acting as the debt collection agent

Overview

A key focus for the Finance Services business unit going forward is the successful roll-out of projects which were piloted during the 2007/08 financial year.

  • The Employee Self-Service for allowances will be rolled out to departments, enabling the Payroll Services sub-unit to focus pro-actively on the quality of other documents received from departments;

  • Revenue management will be rolled out to all departments, depending on the availability of Information Technology infrastructure. This will allow for the re-allocation of resources within Cash Book Services and assist in the concentration on value-added services; and
  • The e-Invoicing initiative will be rolled out to all large suppliers, creating an opportunity for the Accounts Payable staff to focus on improving the procure-to-pay value chain. Emphasis will be placed on areas that pose serious challenges and cause delays in the processing of invoices.

New initiatives earmarked, subject to the availability of funds, for the latter half of the forthcoming financial year, inter alia, include:

  • The expansion of the business unit's service offering by migrating the Gauteng Public Transport, Roads and Works Department's other debtors to the GSSC;
  • The automation of debt take-on and the creation of a link with the Government Employee Pension Fund (GEPF) portal, which will assist in improving the management of debt collection;
  • The protected access enablement of Gauteng Provincial Government staff and third party payroll creditors to IRP5s and item statements respectively on the GSSC portal; and
  • The expansion of Employee Self-Service channels through the use of stand-alone Employee Self-Service biometric terminals (in a kiosk) and remotely through cell phone capability.
