Strategic Objectives
Procurement Services facilitates the acquisition of goods and services, thus enabling departments to effectively execute their legislative mandates.
The unit strives to drive and redirect provincial spending patterns as a means of promoting Broad-Based Black Economic Empowerment within the provincial economy and achieving empowerment targets. All the unit's activities are designed to assist in closing the gap between South Africa 's first, well developed economy, and the second economy, which is survivalist in nature.
In essence, the unit ensures delivery in respect of the Gauteng Provincial Government's five-year strategic priorities. In line with this, the Procurement Services business unit sets out to meet the following objectives:
- To develop and maintain a world-class procure-to-pay process within the public sector as regards the purchase of quality goods and services at the right price within appropriate time-frames;
- To ensure continuous improvement through a process of ongoing training and development of the unit's staff and end-users;
- To develop and implement sourcing strategies for high-value, high-volume and complex commodities as an enabling mechanism for the purchase of goods and services across all departments
- To develop relationships with, specifically black empowered SMME vendors in support of the GPG Preferential Procurement Strategy. This will be achieved by focusing on balancing commercial imperatives with social responsibility
- To provide procurement process optimisation support through the creation of an enabling environment for the Procurement Services business unit
- To develop and implement effective and efficient contract processing and management which enhances value delivery to departments.
Overview
The Procurement Services business unit has identified a number of critical initiatives which are to be undertaken during the 2008/09 financial year and these include:
- Ensuring that a significant contribution is made towards the achievement of the GPG's preferential procurement target of 60% for the new financial year
- Committing to ensuring that GPG business opportunities are made more accessible through the identification of and support for a competitively viable base of Black Economic Empowerment and SMMEs
- Continuing to improve the management of GPG's centralised vendor database of pre-qualified and Black Economic Empowerment-verified vendors. We plan to improve accessibility to the database by all stakeholders which includes both departments and suppliers; sanitisation of the database; and improved security
- Continuing with the provision of procurement process and system support and optimisation through the establishment of an enabling environment for all GPG entities. A major emphasis will be on training users so that there is an increased uptake on the utilisation of the existing processes and technology
- Sponsoring, supporting and optimising the implementation of phase two of the mySAP Supplier Relationship Management module, which will enable suppliers to perform online tendering and online supplier self-registration, whilst also enhancing the contracts management process
- We will implement a purchasing card which will have the effect of reducing time-consuming administrative processes in respect of low value, high volume purchases
- Analysing Gauteng Provincial Government spend reports at various levels in order to assist departments with demand planning and budgeting
- Promoting alternative channels for interacting with Government in terms of e-Tendering, which will see all tenders and online registration access made available via the gautengonline portal, thus reducing registration turn-around time and increasing the utilisation of the online channels
- Improving customer/supplier experiences through the introduction of simplified and streamlined forms and documents.
